Producers make up the rules each week.

Sometimes it's everyone who gets 2, sometimes whoever gets a nomination. Occasionally they'll go back to the old way of top 2 up, more if there is a tie for the top 2.

Basically whatever helps the producers try to try to keep their favourites in.
