Well cc, old Winston wasn't always flavour of the month. He made quite a few enemies in political life, swapped parties here and there, and made some enormous and very costly blunders (ie Gallipoli)

The British public even failed to re-elect him in 1945 just after his 'finest hour'.

Still, he was Prime Minister again by 1953, and they must have known he was about to retire, so he got the political equivalent of the gold watch I suppose.
