Rylan did hint that it would be singles and pairs mixed together in an interview a few weeks ago. Maybe they realised that the pairs would be too difficult to manage and execute so they've scaled it down to only a few.

Last year was far from successful. It got some of the worst reviews of any series yet not to mention the 2 houses secret was out within the first few weeks of the show totally ruining the series.

What? Last year was succesful full stop due to better housemates, improved ratings, better press & social media coverage and probably due to it being toned down a little bit and going slightly back to basics.
