Default Police treating Surrey stabbing as a Terrorism incident

This was yesterday.

[A non-fatal stabbing in Surrey is being
treated as a terrorism incident by police.
Officers were called to reports of a man
acting aggressively and shouting
racist comments while carrying a
baseball bat and a knife in Stanwell
at 10.30pm on Saturday night.
Shortly afterwards, police received reports
that a man had been stabbed - and
detectives believe the same suspect
is behind both incidents.]

I'm interested as to what made it a terror attack rather than a hate crime.

The article says "The FBI says a crime becomes a hate crime when there's an added element of bias. For example, if the victim was killed because of his or her race, religion or sexual orientation" so this particular case sounds more like a racist hate crime, unless there's something I skipped over.

The key part for the official definition of terrorism is there being a motivation to drive political change.

Which part of the article makes it sound like it was to further a cause? It just sounds like he was a hateful twat tbh

Terrorism and hate crime normally do tend to go hand in hand as terrorism normally happens because the terrorists are intolerant of that particular group of people that have been attacked.

Hopefully the person that did the stabbing will be locked up for a long time.
