I expect Glasgow's on the managed decline list, underfunded to the point of socioeconomic collapse.
Maybe charities aren't gagged like they are here? If charities negatively report on issues here funding is withheld or cut.

It won't just be Glasgow that has cut services to the bone to protect prioritised vital public services.
