Boris is not stupid, but he doesnt have an eye for detail so i think Cummings provides that focus. I didn't like it when Alistair Campbell had what I perceived to be too much power and I feel the same about Cummings. It seems that a lot of PM's take this route. May had 2 un-elected advisers that basically ran the show, she didn't listen to anyone else ... and it showed.
