The thing is, if COVID clogs the hospitals up, the deaths by these causes will rise. Say for example, if a hospital is snowed under by COVID patients, the number of people able to get cancer scans goes down

Mr Hancock confirms the highest band of restriction will come into force in Bedfordshire, Buckinghamshire, Berkshire, Peterborough, the whole of Hertfordshire and Surrey (with the exception of Waverly). Also going into Tier 3 will be Hastings and Rother on the Kent border of East Sussex and Portsmouth, Gosport and Havant in Hampshire.] These changes will take effect from 12:01am on Saturday morning. It seems as if there's never a way out of Tier 3 for the North, no matter how much the cases fall.
