Today [The Spending Review will include details on public sector pay, NHS funding and money for the devolved administrations in Northern Ireland, Scotland and Wales. Mr Sunak will also set out the extent of the damage done to the UK economy by the coronavirus pandemic. The government's Covid response has led to huge spending and borrowing rises. He can't touch payments to the devolved governments and the NHS is off limits as I don't think he'd dare suggest it. So yeah, I'd say shamefully the public sector will be hit and aid slashed. Mind you slashing aid while negotiating trade is a risky business.
I think he'll go for tax hikes and an interest rate cut.

Sunak is currently a bit of a "Golden Boy" when it comes to this current government, he seems to be the only one who's competent and liked by the general public, and I wonder if he'll be able to keep that popularity after this budget, obviously some people are gonna be pissed off at him.
But either way I still think he'll be PM within a year or two.

...it was asked not to be cut by charities because it could be a very permanent measure for people living in aid reliant African countries.....as opposed to the defence budget that seems to be a plenty and would much more be a ‘temporary measure’ thing to look at...
