The mere act of wearing something isn't often seen as cultural appropriation outside of people falsely claiming so. I don't think you'd be able to say that wearing a tartan pattern alone is appropriation but if you dressed up in a full tartan get up with those hideous tartan hats with the terrible ginger wigs attached then, yeah, you could argue that is appropriation since you dressed up as a parody of a scottish person.

It's all about intent and whether people are profiting from a culture that they've taken things from and presented them as their own.
