Yes Keegan is way overrated and Alf has him too high on his list. Of course, Rijkaard was in a different class to both of them

Kenny was easily the more naturally talented / gifted player whilst Keegan admitted that his greatest gift was us determination to win .. Kev had to work extremely hard to be so effective .

Maradona claimed that Keegan was the greatest ever English player.

Most people claim that Kenny was the greatest ever Scottish player.

Liverpool fans would likely go for Dalglish, but Keegan won his Ballon d'or's after he left Liverpool and went to Hamburg.
