…he doesn’t really apologise unreservedly at all, not even close…what he does is to give reasons/excuses as to why he behaved in a bullying way and that’s what bullies do…’I bullied you because..etc, etc…’….’I was under pressure/stress so I bullied you…’…so many people under pressure/stress in their working time but they don’t bully because it has to be your own leaning to do that…he forgot to list the bit of his excuses that he had consumed a "significant amount of alcohol" as well….

No where to close to an unreserved apology...

Mr Kawczynski said he had "no alternative but to apologise".

"I must apologise because if I don't apologise then I risk the option of being sanctioned further - namely being suspended from the House of Commons or expelled from the House of Commons," he said.

Not unreserved in the slightest. Begrudging apology is the phrase I would use.

…yeah exactly, that bullying has to be a part of your character in the first place…no pressure or stress can ‘bring out’ something that isn’t there and that ‘apology’ was all about him and excusing his behaviour with selective phrasing and excluding things that he wanted no focus on…like the amount of alcohol he had drunk…but that still wouldn’t make someone a bully, he just didn’t want it highlighted in his apology that he’d already behaved inappropriately before his bullying….
