Bizarre. I'm sure I've seen other recent examples of utterly mental behaviour from Gove over the last couple of years? Couldn't find the clips with a quick google but might look again in a bit ... really unusual behaviour. Like to an "I wonder if he's actually OK" degree.

As LT said, he must have been under the influence of narcotics. There is no other possible reason for doing that in a serious interview
