I honestly don't know why the Iranian Government doesn't reach a compromise.

What I mean by that is still have the law in place that women in the country have to legally wear the Hijab, but if a woman breaks the law they won't be beaten to death by law enforcement? It shows some progress without alienating older generations of Iranian people.
