is far better that this New ULEZ charge in outer London
soon at £12

The intention I suspect is probably to edge towards cities being driverless. There will be public transport (buses, trams, subways) and probably a driverless taxi system eventually. Driverless deliveries and goods haulage also.

I wouldn't really be against the idea if public transport was actually reliable.
