How on earth is the Hospital that poorly run?

…obviously this is very alarming and needs to be addressed by the hospital very urgently…I was reading a care report from earlier in the year and this hospital seems to have ongoing issues with overcrowding/under funding etc that obviously aren't being effectively addressed …
