It's pretty obvious they want the land. They aren't being helpful in rebuild. If this were a hurricane in a proper city, short of paying for the rebuilld, local govt will go out of their way to expedite because having burned down lots for an extended amount of time would the death knell of a neighborhood. There are people that never moved back after Katrina and there are still tarp in places but NOLA never was all that well-managed to begin with.
These are rich communities that can afford to rebuild but they want to discourage it so have to drag it out as long as possible. Unoccupied land is a precious commodity in CA.
