Theres a similar viaduct here in Sheffield and there are loads of businesses under them but they are really tiny. Maybe thats my mental blockage. I can't see beyond that :D

When it was a painted backdrop yes :joker:

The first outside built set actually had a real railway viaduct at the end of the street & real trains went along it!

Here's a shot from 1971 & you can see a train...
