Too late for new HMs?

Last year Joe-John, Jo the cougar and the pretty blond lass who walked after 2 days entered the house about 3 weeks before the final. Sam Pepper entered a week later and made a huge impact (he did more than some HMs did in 8 weeks) in other words Sam Pepper and the others entered the house at a later stage than now. Is it too late for a new HM? What if it's a high impact Sam Pepper type?

No chance... 3 weeks until the final, they wouldn't be given a fair chance, nominated and evicted the week before the final.

I think if Jem walked before the last eviction (as she threatened), they would have raced someone in, but can't see it now.

The only reason I didn't have a problem with Sam was because that series had hit rock bottom in entertainment.
