I think the answer to that is that Harry is close to Alex or was in the house, probably more than we saw. Harry probably believes Alex will win BB or Tom by association, and that was why he said Alex and then went on to say or Tom. At that point Harry had no idea how the housemates were being percieved or as Alex and Tom hadn't been tried and tested, how the public would see them, so is going by how he is seeing them and what he believes.
