I saw this on the voting section:

In the event of a tie, which results in more than 3 housemates receiving the most public votes, then all of those housemates who have tied will also be up for eviction following this vote.

I know rigging is bad but for the sake of the show someone could possibly "tie" with one of the top three. So the obvious three will be up, plus one.
