What makes Rhian, Danica, etc. "Celebrities" and Hazel, Sallie, Sophie R, etc. not?

Just something I was thinking about.

What merits the likes of Rhian Sugden and Danica Thrall to be celebrity housemates, yet the likes of Hazel, Sallie and Sophie Reade not - when they are all in the same profession with pretty much the same amount of recognition and publicity?

I mean, Sallie has 30,000+ more Twitter followers than Danica.

What Lucas said and Glamour models are just a cheap and easy way to fill the celebrity big brother slots if they don't fancy spending to much on big names.

True I guess. But still, in the grand scheme of things it's a bit odd that there's such a thin line bordering between what is considered celebrity and what isn't.
