Charlie has no interest in either of them, she just wants them to make her feel good.
You can see sometimes how she really, really wants to get away from Callum though when he is invading her personal space. He gets too intensely weird - like when he was asking her 'What do you see when you look in the mirror'...

What annoys me is that she lets Callum believe that they have a really close friendship and that she loves their deep conversations, and adores him but to the girls has said that she wouldn't even have contact with him on the outside.

It's not really a sexual thing, it's a false friendship that she seems to be stringing him along a bit with. She actively participates in all these deep conversations, in all the cuddles and friendly affection, says things to him like "you really understand me" "I love our chats" etc and all in all acts like they have a very close friendship that she enjoys.
