Insecurity perhaps?
It seems Dexter has this strange obsession with letting everyone know when he's being a 'man'. When he's having a conversation with someone (usually when he's patching things up after an arguement/conflict) he'll throw out some kind of line about how he's 'man enough'.
For example: 'I told you the truth because I'm man enough to come and tell you' (or something along those lines).
Another one he likes to throw out a line about his testicles. He often will say something like 'I'll admit it because I have the marbles (or stones) to do it'.
I've honestly heard him say it 10+ times this season and it's been going on since week 1. Do you think he's got some kind of insecurity about his manhood or do you think he really just likes the expression?

Seriously folks, the guy is overcompensating for something. My wife is sure that he's gay. I wasn't sure at first but after the way that he "pulled" Charlie, AWKWARD, I think she may have a point.

I think he has still to loose his cherry unless he has paid for it.

Dastardly Dexter is trying to match the manliness of Strongman Sam, he's come up well short and knows Strongman Sam is the king of the house now

It's a turn of phrase. Many people use things like "at the end of the day", "to be honest", or "I was literally........".

He seems to go to that phrase when ever the weaseling fails. I noticed on Sunday after Sam came back into the house Dexter started trying to explain himself by weasling about but when Sam was having none of it Dexter stance suddenly changed to 'Im the only one man enough' etc. Interesting bloke Dexter. Many layers to him.

Why does he apply Stage Makeup for every eviction, is he an actor trying to look his best under the TV lighting and then in the BOTS studio?

That probably is the reason....
They are constantly on TV and when evicted he has to 'pose' for cameras and give a live interview on national television. I guess it makes sense that he would want to 'look his best'...
The real question is, does he put on makeup when the cameras aren't on and he's heading down to his local to grab a pint lol

The answer to the last part is, YES, and he applies it almost every day in the house.

Everyday in the house he's still on national television though...
I agree I think it's rather odd, I've never applied makeup in my life and if I happened to be in the house that wouldn't change either. Perhaps he's a little subconscious about his looks and wants to come off as best he can. Gina does this as well, have we seen her spend an entire day without makeup yet either? I get that since Dexter is a guy he's judged on a different standard, but no matter how you look at this, it isn't 'real' life in the slightest. Now, if he actually wears makeup when he's done with the show and it's a daily thing for him, I think that's a lot more telling...

It's a figure of speech along the lines of "it is what it is" etc, yeah he over uses it but so what.

It is a bit archaic, not to mention sexist, but I agree - it's pretty meaningless.
