Dexter was fully aware that no free pass was going to be won.
Unlike everyone else he was the only one that wanted the golden ticket won.
Maybe he did not vote Charlie in case it was a double bluff like the safe house or maybe it was because she stood against his decision and said it was only fair that they were all up.
One thing is for sure, he was bullsh*tting when he said he thought someone might change their minds and vote for Sophie. They all made it perfectly clear they were voting for who they liked.
