Yeah they usually combine them yeah, so a jury could totally block out a televote's top vote if they don't align right, but now they both get a bigger say.

I just think they have better resources than most of Europe to make that happen. If it was US vs Europe in this kind of contest, US would have a better chance of winning than others imo.
If however the rest of the World ie: Asian countries (Japan, South Korea, India etc. ), African (South Africa, Morocco, Egypt etc.), North, South and Middle American (Canada, Brazil, Argentina, Mexico etc.) etc. it would be a different story.

I would have thought that the interval would have been shorter this year because the televote could have been counted while the judges' scores were read out because they have already been determined
