You might be quite right. "The Others" were confused when Hughie were called to tell who they have chosen, and even Hughie himself was laughin nervously and was all confused. And did keep saying "i'm sorry" after he did choose Chelesea.

To have balance and beds I was expecting a new other to enter the house to replace Chelsea. Also calling Marco to the DR could be setting the other HM's to be paranoid about Marco being given a 'secret mission' where none was given. HM's this year seem to have decided to keep quite and not comment on 'off key' behavior so 'secret missions' can succeed.
