It does state in the rules though that pairs are to audition but that big brother might only choose one of them to be in the house..

One of the casting people (from the "audition" events a couple of weeks back) said they want pairs who are the kind of people who wouldn't usually be friends, so I guess if the pairs who audition are people who would typically be friends, they'll mix and match.

They are basically hoping for couples to audition and break up between now and the summer (and if they go for the Ex On the Beach type, it won't be hard to find those kinds of pairs).
