It was probably just because of the People's HM Decision twist: they couldn't justify everyone voting for the top 2 to evict and then him getting to choose the one with the 2nd highest votes, because those who voted for the HM with the most would be outraged. At least with a VTS, they can excuse it with "well, Mandy/Imran didn't get enough votes, so you only have yourselves to blame even if she/he was 7th rather than 8th".
