I would generally agree with you but I think there's just such a huge chance the FB Mums will spread their votes a lot with Chanelle, Isabelle, Deborah, Hannah and Ellie all up. Of the 5 I realistically only see Chanelle and Hannah going but I do think with the other 3 getting involved in arguments (all 3 are with Lotan's ejection) then it's a strong possibility that the anti-Tom vote can gain momentum and win.

Think it might be best to look at the Tellymix poll (when it's up, and I know it's not always reliable but) to see which of the two more want to evict.

Two reasons
1) the majority of us didn't vote too much early on because we wanted to see what the voting statistics were to see who could be voted out in order to save Isabelle, so that's why he initially wasn't at the most votes
2) by some random statistics (probably based on the fact that most votes are held during the actual live eviction), Savannah was on top in the daily voting statistics they were showing on BOTS so everyone forgot about going for either Tom or Ellie and switched to Savannah instead.

However, I think there was a possible chance he'd have went this week if the voting wasn't revealed throughout the week because he was almost unanimously despised at this point whereas Isabelle had plenty of fans. However with how polarizing her initial days were, it'd still be pretty close between her and Tom in the end so relying on the voting statistics being shown twist was the right course of action.

He still should've went that week though cause he was ****ing vile in the first half of BB18, and would've had a good chance of leaving if they didn't remove Lotan and stuck to the originally planned VTS eviction of Hannah/Isabelle/Lotan/Tom.
