Do the 4 that entered count as housemates or not?

I'm genuinely flummoxed by this entire twist. I understand what it means but are any of them official HMs or is it like that gastly timewarp twist in BB16 that dragged on too long?

Big Brother didn't say they can get evicted they said competition which could mean they compete in endurance etc. the twist is confusing as hell.
