He probably pranked other housemates too, but this one aired because of the reaction. Others would laugh it off. He is close friends with her and they have played around before (ie. him and Chanelle jumping at her, her tickling him despite his hatred of being touched, etc.)

Another advantage of Deborah sleeping in Rose Cottage means that she also spends a fair amount of time with the 'insiders' and therefore isn't as likely to be nominated by them. I doubt she planned that but she hasn't faced eviction much, compared to all the others in Thorn Cottage.
