Why can't Ukraine then...Ukraine isn't Nordic. Sweden and Finland were not part of the Soviet Union. Russia still won't be happy but its a very different political situation.

one of the other criteria to join nato is that it must be stable and not in conflict with another country when it joins, so ukraine couldnt join nato now for at least 20 or more years. Thats why ukraine have said they will now remain neutral
