Sounds confusing - how are the riots and the escooter crash connected?
so the police lied about only arriving after the accident had happened, and they were in fact following them when it happened
The police just get worse and worse
South Wales Police and Crime Commissioner Alun Michael declined to comment on social media footage appearing to show a police van following two people on either a moped or electric bike, apparently minutes before the crash.
He said: "You should examine the carefully-worded statement from the chief superintendent."

This is very complicated because the idea is that the crash occurred because they were being followed and they would otherwise have been riding around carefully and the crash wouldn't have happened, rather than that they were being followed by police because they were already riding around thrillseeking/dangerously and an accident happening was already a high risk ...
As tragic as it is for young people to lose their lives like this, I think the latter seems probable, and they weren't out collecting groceries for elderly people on the scooter.
IMO the message needs to be clear; these kids lost their lives because they were joyriding around in a dangerous manner and their lives were at risk the moment they stepped onto the e-scooter with the intention of using it like a fairground ride. Because kids are currently doing that up and down the country, and more are going to be hurt/killed. The idea that "they would have been fine if the police had just left them to it!" is really worrying and dangerous. It might prompt hesitance in officers to stop other kids they see doing the same thing and turn a blind eye, which will result in more accidents, not fewer.

I believe it was an E-bike.
If they're getting chased by the Police, then they should pull over, it's as simple as that. If you run from the Police, they're gonna chase you.
While it's tragic that they lost their lives, you can't blame anyone but themselves. If you play with feathers, you're gonna get your arse tickled.

As recent riots taught us, no matter what crimes someone was committing at the time, dying as a consequence is always the police's fault, and always justifies riots.

I literally hate it when they put things like this down to kids living in deprived areas... there are many kids from deprived areas who do not cause issues for the general public

Also I have no idea what the police following were thinking saying they were not involved  how stupid to think there would be no video evidence, and finally setting fire to peoples hard earned cars in a deprived area does not see like much of a stance to me
it's a mess, of course the police have to maintain law and order on the road and it can be a tricky balancing act between getting involved in a chase, but they should have come clean about the vans presence. The blanket denial just makes them look really bad

I'm not going to start blaming a couple of teenagers for their own deaths; it's a sad state of affairs no matter how you look at it, and they also (obviously) had no part in the events that followed.
However I can't help but think, especially after seeing photos, that the police were following them specifically because what they were doing was clearly not safe and they were at high risk of an accident regardless ... I can't see any real indication that the accident was caused by the police following them, and I think the original police statement was saying that the police weren't directly involved in the collision (it was between the bike and another vehicle).
Though I am struggling to understand why they weren't clearer about that part, i.e. "Yes they were being followed by police because they were doing something dangerous, the police van wasn't involved in the collision and arrived at the scene soon after it happened".
It's not like they were in a "high speed chase" caused by the police following them, these bikes have a top speed of about 25mph and with two people on it, it can't have been doing much over 20mph - being chased or otherwise.
The issue of course is that any collision on a bike can easily be fatal if you're not wearing a helmet.

What I was going to say...
Two police officers are under investigation for their conduct prior to the death of two boys in a bike crash in Cardiff which led to rioting.
The Independent Office for Police Conduct (IOPC) said gross misconduct notices had been served on the driver and passenger in a police van seen driving behind two boys on an e-bike.
Kyrees Sullivan, 16, and Harvey Evans, 15, died in the crash on 22 May.
The notices do not mean officers will face disciplinary proceedings.
The IPOC said its investigation focused on the nature of the police interaction with the two boys before the crash and the appropriateness of the officers' decisions and actions.
In particular, the police watchdog said it was examining whether the officers in the police vehicle were pursuing the boys.
Cars were set alight and fireworks thrown at police as 100 to 150 people gathered in the Cardiff suburb of Ely on the night of the crash.
