They can but I think you wouldn't get the notification and if you went to your PMs it'd come up with a 'this user is on your ignore list' message and you'd have to click to read any of it, I'm not 100% sure about that no notification bit though

Umm far as I know the only way to really avoid them is to put that poster on ignore, I will ask in Admin if there is any other way though

No worries, it's easiest just to copy the image url and then paste it inbetween img tags if you want to put it in your sig btw, on Google chrome it's just an option if you right click the gif/pic but not sure about other browsers
