why? people have gone on the app and ordered the test, why would they not send them back, it makes no sense if you have symptoms not to do so

Many reasons. Tests can be misplaced in the post, can be delayed for many reasons. There are so many it stands to reason not all of them will be returned.

Returned tests are confirmed, completed tests. Just a more accurate number IMO.

Counting tests that have been ordered or sent out to people as tests that have been done is completely disingenuous and paints a huge picture of how manipulative this government is when it comes to their handing of this situation and the people they’re supposed to work for
