'Hell Lies In Others' was more the equivalent of '#WHATSTHESECRET', it was a teaser slogan for the advertising, not the series title, this is different, the series is actually named and will be billed as 'Big Brother: Secrets & Lies' (like here http://www.youtube.com/watch?v=TtxSt7JGdfY) one was used as the working title to the most recent BBAUS ( Big Brother: Secrets) and shows and films do it all the time. It won't, as some of the over cautious here have voice concerns about, define the show, just reflect the series big theme. Why they've not done it before now (it's been suggested a few times), and why so many find it so hard to get their heads around I don't know (It's ridiculously simple. Same show, different series identifier, instead of "Welcome to Big Brother 2013", "Welcome to Big Brother: Secrets & Lies"), it's not permanent, it'll either change to something else for next year or be dropped completely, it's just an interesting and catchy series title based around the twist to mark out this year's series as slightly different.
