Apparently all airlines flying near Ukrainian airspace are legitimate targets.

This is aimed at destroying the Ukrainian national airline as well as denying air transport of any kind to Ukraine until it returns to Mother Russia.

Most airlines fly on a Great Circle route which probably took it over the Ukraine. The BBC say they do this sometime without giving it a moment's thought.

So it was the plane was not meant to fly over Ukraine.
