Jasc Animation Shop 3, comes free with PSP9 if you buy it in the shops, though I'm sure it's floating around on the 'net somewhere.

Hmm.. if you right click the frames and click "Apply Effects" (making sure you've got all the frames selected) you should be able to add "Scratches" but I'm not sure if that's possible in earlier versions..
