It does play a role in their thinking though. Especially those people who are just looking to make "big moves" as first HOH he could be viewed as a big threat but he's playing it down with his noms and then playing the part of a weak player with his sobbing and guilt afterwards.
Not to mention these are still people with emotions in there, the actual nominees could feel bad for him and less out for revenge and the others see him as a softee too. I'm not saying it makes a BIG difference but the crying was a nice addition/compliment to the way he's playing so far.
