Not that up on the smoking laws, so not fully aware of what it covers - but although many parents wouldn't smoke with their children in the car - many would! Children need to be protected from those parents! Information and education is always the best way to promote such issues - but sometimes enforcement may be the only way!
If there isn't a blanket ban in force - how do they stop people smoking with children or unconsenting adults in the car - who can't or don't like to say anything?
