I'm sorry but that is just a ridiculous logic. Why should one vote for a band simple because they've received more critical acclaim than an artist that they personally prefer. defeats the entire point of the game surely.
Yes? Are songwriting and the ability to play instruments not counted as talents now?

Exactly, they're first release had to be after that date to QUALIFY. Says nothing about their unreleased material not being eligible to be taken into consideration when voting.
