Possession of a firearm in a public place isnt something you can immediately shoot someone for. They have to show intent to kill others, or have killed someone and you have to have witnessed that before you can shoot them.

In 1999 police shot a man dead in Hackney because they thought he was in possession of a firearm in a public place. It turned out to be a table leg in a carrier bag.
