LOL the Armed Forces sniper teams if deployed at all will, be operating under stricter Rules of Engagement than a police Armed Response Team.
Possession of a firearm in a public place isnt something you can immediately shoot someone for. They have to show intent to kill others, or have killed someone and you have to have witnessed that before you can shoot them.
