I'd take it with a pinch of a salt, the South Korean and North Korean press love to demonize the other country. I think it's most likely that this huge personality cult they've spent decades developing has such a hold on the country that a lot of the citizens genuinely are indoctrinated into loving their leaders and thinking of them as some supreme being. Especially in Pyongyang which is something of a show city, basically the one place where they've actually invested, and developed industry. People shouldn't underestimate the power that propaganda can have.
