You think a 13 year old child is able to understand and fully comprehend the level of damage that sunbeds/tanning does to the skin? You seriously believe a 13 year old child fully absorbs and comprehends the long term effects? If they say they do understand but still go on them anyway - that's proof that they have
no understanding.
A child is not responsible enough to make a decision such as that,for damage that may not show until decades later.
