Someone I have just met though or who hasn't indicated they like hugs then I wouldn't dream of just invading their space and doing so.
To some it is a very natural and friendly thing to do but I do know people who cringe just at the thought.

..yeah, we're a huggy family as well Joey...most of my friends hug as well, but I wouldn't if I felt someone didn't feel comfortable with it....
