Someone I have just met though or who hasn't indicated they like hugs then I wouldn't dream of just invading their space and doing so.
To some it is a very natural and friendly thing to do but I do know people who cringe just at the thought.

At Christmas especially and other times of family gatherings we, my family, have so many Aunts, Uncles and Cousins that by the time you have got round them all it is nearly time for some to leave.
