ITV bid for Big Brother in 2006? Wow, I did not know this.

I can see Channel 4 bidding for it but Channel 5 ultimately sustaining the rights to it and Channel 4 will probably not get it.

Can someone explain the contract renewal process to me? Is it the highest bidder wins or something? And what if there is only 1 bidder?
