The responsible users are never the issue are they, but as with alcohol young people can sometimes make bad choices and not respect these limits.
Not suggesting it would be specifically a youth issue, but if it followed a similar pattern to alcohol (binge drinking) it's not a great prospect to me.
Mixing it with tobacco tends to be a side effect of illegality and particularly European trait. Most of us were raised on poor quality import hash before the growing boom started with all the grass and bud that followed, so we had to mix in the resin with tobacco in order to smoke it and make it last.

If you go to America nobody smokes it with tobacco. In fact it's kind of looked down on, really. You would look out of place crumbling a cigarette into a joint. The weed is clean and smokeable all on it's own, and the regulation and commercialisation of it has popularized vaporizing and edible options.

I use a vaporizer myself. It was a great investment because I don't smoke tobacco anymore either and wouldn't encourage anyone to. It's a weird feeling suddenly getting nice and toasted without actually feeling anything go in to your lungs. Much healthier and more clear headed, because you lose that initial kind of dizziness that comes with the brief oxygen depletion caused by smoking anything.

People are always going to be there to abuse anything. You can always bring that up as an anomaly no matter what you're talking about. The current system is hindering more things than it's helping still, I feel.
