Tolerance will build regardless of what strain you're smoking and it's a smokers Achilles heel really. Everyone gets it and the only way to make it drop is to take tolerance breaks or not cane the stuff too much. When I was a serious boozer I could put away a 70cl of Jameson and have a stagger about town without too much trouble but that was going to end up killing me eventually.
How would it be ingested too?
Do the tobacco companies want this rubbing their hands at the prospect of lots of lovely new addicts?
The responsible users are never the issue are they, but as with alcohol young people can sometimes make bad choices and not respect these limits.
Not suggesting it would be specifically a youth issue, but if it followed a similar pattern to alcohol (binge drinking) it's not a great prospect to me.
